I think its reading is ( chuu sa ) or ( chuu satsu ) as you said , but most probably the first reading is the correct one , what do you think ? . . . And .. about the Arabic translation ; we scanned the Nihongo certificate and put the AR translation instead of Japanese then printed it , after that we showed both of them to the minister ^^
